ALL4 Workshop Series:  Chemical Industry Regulatory Developments; PM2.5 NAAQS

Join ALL4 for one of three complimentary workshops in early May where we will be exploring a few hot topics that are impacting the regulated community. We kick off the morning with a session dedicated to the recently finalized suite of chemical manufacturing industry rules and follow that up with an afternoon session on fine particulate.

Chemical Session

In 2024, U.S. EPA has been working on several regulatory actions that will be impacting the chemical manufacturing industry. On March 29, 2024, in line with a court ordered deadline, they signed final changes to the Synthetic Organic Chemical Manufacturing Industry (SOCMI) New Source Performance Standards (NSPS) and National Emissions Standards for Hazardous Air Pollutants (NESHAP) as well as NESHAPs for facilities in the Group I and II Polymers and Resins (P&R I/II) industries. Other activity includes a revised Risk Management Plan (RMP) rule and a proposed update to the NSPS for volatile organic liquid storage tanks (Subpart Kc). The workshop will address each of these important actions affecting the industry. We will summarize the requirements associated with each rulemaking, with a deeper dive into the changes between the proposed and final SOCMI and P&R I/II NESHAPs and SOCMI NSPS. Finally, we will explore what your facility should do to prepare for these changes. One of the primary objectives of this workshop is to facilitate a discussion among your peers on what the industry’s greatest challenges are with these changes and how others are responding.

Fine Particulate Session

U.S. EPA lowered the annual PM2.5 National Ambient Air Quality Standard (NAAQS) from 12 µg/m3 to 9 µg/m3 in March 2024. The workshop will address the upcoming state agency designation process, future nonattainment area permitting implications, attainment permitting challenges, air dispersion modeling challenges regardless of attainment status, emissions reductions credit opportunities and challenges, and practical advice on proactive planning steps including what you should be doing now.  We will facilitate a discussion on the main concerns amongst industry.
